The Excelsior Scholarship Program 2025-2026 is now open to online applications for all eligible students, in addition to other student financial assistance options. A free tuition at a SUNY or CUNY school is available to students who receive the Excelsior Scholarship. A recipient of an Excelsior Scholarship may entitle to prize payments for up to two years of full-time undergraduate study in an associate’s degree program.

A student who earns the Excelsior Scholarship may be eligible for a maximum of $5,500. The grant amount was calculated using the 2016–21 resident tuition costs at SUNY ($6,470) and CUNY ($6,330). Any additional financial assistance given to students is reduced by this amount.
For the approaching academic year, an applicant has received or will receive both a federal Pell Grant and a New York State Tuition Assistance Program (TAP) award. Eligibility Criteria
A candidate should be able to do the following:

- have completed a federally recognized “Ability to Benefit” test, as mandated by the State Education Department’s Commissioner, or have graduated from high school in the United States, earned a high school equivalency degree, or have been a citizen of the United States or an eligible non-citizen.
- Additionally, you must be a student at a SUNY or CUNY institution, including community colleges, Cornell University, and Alfred University’s statutory colleges, with a total federal adjusted gross income of $125,000 or less.
- Complete at least 30 credits with a passing grade and enroll in at least 12 credits each semester.
- Continuous study that applies to his or her degree program, without breaks in enrollment unless under specific, documented situations.
- Prior to the 2019–20 academic year, if he or she attended college. In order to be eligible for an Excelsior Scholarship, a student must have earned at least 30 credits in a full year that are related to his or her degree program.
- Be knowledgeable about all state and federal education loan programs, as well as about any state prizes.
- comply with the conditions of service of any previous NYS award.
- Complete a document promising that you will stay in New York State for the duration of the prize. The majority of your employment should be in New York State if you are hired.
